New Ohio Law for Drivers Under 21 Begins September 30, 2025

New Law

Beginning September 30, 2025: a new state law requires new drivers* aged 18, 19, and 20 to complete a “Class D” driver education course before they can test for a driver’s license.

The full course includes:

  • 24 hours of classroom or online instruction;
  • 8 hours of behind-the-wheel training with a licensed instructor; and
  • 50 hours of practice with an eligible adult.

An individual must obtain a TIPIC in order to begin the 8 hours of behind-the-wheel for driver training.
*Customers with driver licenses that are expired more than 6 months with no documented driver training course certificate will now have to complete driver education and the fifty-hour affidavit in order to be issued a driver license.

New BMV Process: 50 Hour Affidavit with Hours Logged

As of September 30, 2025, the following TIPIC drivers must complete the 50-hour affidavit and log the required hours:
· New driver aged 15 and 6 months through age 20
o This includes drivers 20 years of age and under, with a driver license expired more than 6 months, who never completed a driver education course.
· Non-renewable, Non-transferrable (LTL) communities.
o This includes previously licensed drivers, with a license expired more than 6 months, who never completed a driver education course.
1. Logging the 50 hours
– Any customer with a TIPIC (temporary permit) issued on or after September 30th will have to log the 50 hours of driving experience (10 of which must be nighttime driving).

2. How do they log the hours?
– They can use the RoadReady Ohio app or manually log the hours using the BMV 5791 (50-hour affidavit). If they use the app, they do have to print the 50-hour affidavit and log from the app once they have completed the 50 hours, and have it notarized, just like the manually logged form.

3. If I received a TIPIC prior to 9/30, am I required to log my hours?
– Customers who have been issued a TIPIC prior to 9/30 do not have to complete the new log and may utilize the previous version of the form that is available on the website.
